This is the concept design for the Hurlford Street Design Project that has been developed collaboratively with the local community.  

The project has now been handed over to East Ayrshire Council for further development. 

Concept Design (September 2020)

The concept design presented below (Additional Materials) has been developed through a collaborative design process, outlined below, with the local community since September 2019.<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/c_limit,f_auto,q_auto:eco,w_1024/v1601646231/projects/hurlfordproposals/907a792b-7ad6-44a0-a4f7-9403e8306403.jpg" />The information displayed during the Discover and Develop Stage in addition to the initial designs displayed during the Design Stage were presented to and approved by the project Delivery Group and Steering Group before being showcased to the wider community for feedback.Due to COVID-19, the project team were not be able to showcase the concept design to the wider community or trial some of the designs during the Display Stage of the project. Instead, the concept design has been presented below. Further engagement and communication with the community will continue as the concept design is developed further by East Ayrshire Council.

Key proposals include:<li>Making it easier and safer to cross Academy Street and Union Street by raising the road at the junction</li> <li>Slowing the speed of vehicles</li> <li>Making the movement of people walking and cycling more visible to drivers by highlighting informal crossings </li> <li>Providing new disabled parking bays in front of the school and surgery</li> <li>Physically restricting parking outside the school on the keep clear zig-zag lines, and re-allocating short stays to the currently under-utilised Academy Street car park</li> <li>Creating more space for people on the pavements by widening them where possible</li> <li>Improving the air quality and feel of the area outside the school entrances by physically restricting parking, and including low-level planting </li> <li>Re-designing the greenspace for people of all ages to use to meet and spend time in</li>ParkingTo enhance the residential feel of the street and make the environment safer and more attractive for people accessing the school, nursery and local amenities, the design seeks to re-organise space for vehicle parking along Union Street and Academy Street.Current capacity: Across both streets, parking peaks at different times throughout the day.<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/c_limit,f_auto,q_auto:eco,w_1024/v1583513043/projects/hurlfordproposals/38116fa8-964f-4fc3-970d-2ea00d325701.png" />Proposed capacityThe initial designs have been developed to ensure there is enough space provided for residents, nursery drop offs, patients and, where possible, those who work close by. However, to provide more pavement width (especially outside the school), the initial designs would provide less space for vehicle parking along Union Street and Academy Street. Key proposals include:• Making it easier to cross by raising the road to pavement level, and including tactile paving for people with visual impairments• Slowing the speed of vehicles turning by narrowing the radii of the junction mouth at the corners• Making the movement of people walking and cycling more visible to drivers by highlighting desire lines with informal crossings• Making it easier for people to move around on foot by physically reinforcing waiting restrictions• Providing a timed loading bay for deliveries to local businessesPublic SpaceThe proposals for this area aim to provide a new public space for people of all ages to spend time in. Overview of Initial Designs

Please read through this page, add your feedback below and click on the next proposal to look at specific sections of the design.The Initial designs aim to address key movement corridors for the community accessing shops, school, nursery and other local facilities along Union Street, Academy Street (inc car park), Mauchline Service Road and the junctions across Mauchline Road.These have come from the information we discovered and ideas developed with the local community since September 2019. Residents, young people, businesses and community groups have all contributed through events, meetings, walkabouts and online comments. We’ve also conducted our own research looking at people movements, asking you how you feel about your neighbourhood alongside conducting vehicle speed and volume counts and a parking and loading survey. These comments and surveys have been developed into five objectives so that the designs for the ‘Design Focus Area’ will endeavour to address current issues and opportunities identified so far by the community: Re-design public spaces so they feel more inviting to spend time in and travel through by:<li>removing unnecessary street clutter (e.g poles and railings);</li> <li>creating intergenerational public spaces for community activities;</li> <li>removing inappropriate parking; </li> <li>moving the bus stop to a more central location; and </li> <li>adding build outs, trees and street furniture. </li>Create a safer street environment by slowing down vehicles and enhancing crossings by:<li>raising the junctions across Mauchline Road to improve visibility; </li> <li>introducing a one-way on Mauchline Service Road for vehicles with a contra-flow for cyclists; </li> <li>building out the pavements along Academy Street and Union Street to reduce the carriageway to approx. 6m. </li>Improve local journeys by making it easier for people of all ages to access local facilities and businesses by:<li>improving formal crossings on Mauchline Road;</li> <li>adding informal crossing points along Academy Street, Union Street, Blair Road and Cessnock Road;</li> <li>using continuous pavements along Academy Street; </li> <li>creating a pedestrian friendly environment on Mauchline Service Road;</li> <li>highlighting the route to school, shops and local facilities; and </li> <li>improving signage. </li>Better utilisation of road space by formalising parking and highlighting links to existing public car parks by:<li>formalising vehicle parking where possible;</li> <li>physically reinforcing waiting restrictions;</li> <li>introducing a timed-loading bay for businesses on Mauchline Road;</li> <li>highlighting links to existing car parks; and</li> <li>trialling a Park &amp; Stride within walking distance of the primary school.</li>Strengthening Community Identity by:<li>highlighting the village&#39;s history and heritage;</li> <li>creating spaces where people can meet and spend time in; and </li> <li>signposting to activities and points of interest within the village. </li><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/c_limit,f_auto,q_auto:eco,w_1024/v1583358267/projects/hurlfordproposals/6774d98d-261d-4a1f-b87c-6849720b5a7e.jpg" />*All designs subject to further investigation and development.
